Sub-Inspector PVS Bhavanisen Goud was arrested and fired on Wednesday for allegedly raping a female constable at gunpoint last Sunday in Bhupalpally. Deputy Superintendent of Police A Sampath Rao made the arrest and took away his service weapon.
A police officer was charged under various sections of the Indian Penal Code, including those related to rape, assault, and criminal intimidation. The accused officer was brought before a court.
One of the sections, 376(2)(b) of the IPC, specifically deals with a public servant who commits rape on a woman in his custody or in the custody of a subordinate. Goud was fired from his job before an investigation started, said Inspector General of Police (Multi Zone-I) AV Ranganath.
Ranganath reported that in July 2022, a case was filed against a police officer at Rebbena police station in Kumurambheem, Asifabad for sexually harassing a woman. He also mentioned that the same officer was accused of sexually abusing three other female police constables in the past.
The Inspector General of Police (IGP) stated in a release that the Sub-Inspector (SI) was dismissed from service without an inquiry, citing Article 311 of the Constitution. The IGP expressed concern that the SI’s repeated acts of sexual violence were damaging the image and honour of the police department and, therefore, deemed an inquiry unnecessary at this stage.

In July 2022, a police officer, who is also accused of misusing his position, was reported for sexual harassment. The survivor of this case reported to Bhupalpally SP that she was abused, beaten, and raped by the officer. Three other constables were also reportedly abused by the same officer.
The survivor, a female head constable working at the Kaleshwaram police station in Bhupalpally district, came forward to report the incident to Jayashankar Bhupalpally SP Kiran Khare on Wednesday.
The complaint states the incident occurred on Sunday within the Kaleshwaram police station limits. Goud ordered her to come to his residence at Laxmi Pump House on Sunday where he beat her up, threatened her at gunpoint and raped her, the complaint said.
After the incident, the survivor returned to her local home and told her husband about what had happened on Tuesday. They then went to the head police officer’s office and informed Kiran Khare. A female police officer then officially reported the incident involving the police officer.
Sources have reported that the SP sent the Bhupalpally DSP A Sampath Rao to investigate the incident immediately. The DSP arrived at the Kaleshwaram police station on Tuesday night, confiscated Goud’s service revolver, and took him into custody.
